I am directed by the Postmaster General to refer to your letter of the 2nd instant transmitting a copy of a telegram received from the Governor of Hong-Kong submitting proposals for a reduction in Empire postage rates (excluding the Siberian route) and to say, for the information of the Secretary of State for the Colonies, that he has no observations to offer.
The Postmaster General notes that it is proposed to approve of the introduction of the revised rates with effect from the 1st of July next, and the International Bureau of the Universal rostal Union is being advised accordingly.
